Subcontractor Procurement Process
The subcontracting process for this iconic bridge project is designed to ensure transparency, competitiveness, and the engagement of highly qualified partners. The scope of work has been categorized into three tiers, with subcontractors and suppliers first invited to submit Expressions of Interest (EOI) through a public notice, followed by a structured Request for Qualification (RFQ) process based on defined evaluation criteria. Pre-qualified proponents are then invited to participate in the Request for Proposal (RFP) stage, where both technical and financial submissions are evaluated. This staged approach enables MTO, IO, and the Development Partner to secure the most capable and reliable partners for each tier of work while supporting the project’s evolving design and procurement schedule.
